Hi Alex . ., just a heads up that I have uploaded a couple of paintings for Sims4 . . and may do some walls if I figure out how.
Hope you are having a great 2018 so far, both in Sim and RL. Hugs, Marg.

This time I'm truly stumped! Which 'download list' are we talking about here Alex? perhaps you mean you want to take files out of that C\My Documents\Electronic Arts\TheSims 3\Downloads folder [in other words, the items that you have alrady installed with the Launcher ? If this is the case, Just open this folder, select all the ones you don't want to install or are already installed and move them somewhere else on your computer.
I am presuming that you want to keep the items you have spent time downloading from TSR, If you simply delete them in the Launcher they will totally disappear and you won't have a backup copy in case something happens in your game and you want to reinstall these items. If you mean you want to remove items from your downloads list - as in a folder on your computer with all your downloads in it? that is easy, just select the ones you no longer wish to keep and delete them. . . . . . there are just too many possibles for the words 'download list'. You should get into the habit of referring to the items you have downloaded from TSR [or anywahere else] as Custom Content and ONLY refer to that C\My Documents\Electronic Arts\TheSims 3\Downloads folder as your 'downloads' list. I know all the stuff you get from TSR are technically downloads . . but for the purposes of the game, they are CC.
It might be easier for me to say this:
I download from TSR on a regular basis. All these sims3pack files go into a folder on my computer [I call it TSR CC]. It is not attached in any way to the game . in other words, . a totally separate folder. Because I regularly open a vanilla game [a basic TS3 with no custom content] to test my lots in . .I also regularly need to add custom content to that game as I make changes to my Lot. I go back to my TSR CC folder and find the objects I want, copy them and place them in the C\My Documents\Electronic Arts\TheSims 3\Downloads folder. I then open the Launcher and they are visible to me in the Downloads tab I told you about. I then install them and because I already have a copy elsewhere as a backup [in that TSR CC folder] I delete them using the button on the Launcher page. Do not ever put your TSR stuff straight into the C\My Documents\Electronic Arts\TheSims 3\Downloads folder. You will finsih up with way too much data there. Always put your TSR files into their own folder away from the game. . .THEN put some of them in to C\My Documents\Electronic Arts\TheSims 3\Downloads folder when you are ready to install them.
If this is not what you wanted to know, please be more specific in your wording Alex
