The picnic table was cloned from EA picnic table which has no chairs, just benches. The sim will walk through the seatings and its diagonal is not functional.
However, the table works and sims can actually sit perfectly while eating on it.
If this issue bothers you, please download and use the regular table and regular chair instead.
