When we created this kitchen we decided to challenge ourselves and make it working without a regular counter, using just counters island to be less obvious and more innovative.
And since sims are able to cook using counter islands, we did not see it as problem and we decided to keep this project. We liked the result and Bechamel born. Hope your sims enjoy it too - by SIMcredibledesigns.com

@LyssaOdyne - Just entered the game and my sim could use the sink with no problems.
Please, try to use it in an empty room, maybe something is obstructing your sim path \;\)
