As a houseboat, it should be put on a 15*20 houseboat base, while if you want to put it on the land, the spot should be larger than 17*22, for example 20*30.
After I decided to build a garden on the sea, I find that I can't put plants on a houseboat even with cheats on. Even so I did my best to fill the green spaces, with decor plants, indoor plants from 'Into The Future' and crops. I didn't realize that crops will wither until I tested the house, but you can make your sim to water and harvest them (except for the Crystal Flower because sims can't reach it).
