Hi and welcome to TSR!
We are designers, not modders. Which means we are able to change the objects look, visual and design. However, we don't add or remove new features to an object. It's just think "does the game have an object doing this?" if the answer is no, then we don't have how to do it either (๑ᴖ◡ᴖ๑) So, since there's no walkable + decorative steps in game, we can not do it either. This object acts like a table, to place decor items
