Hi, I am the creator of the deaf and autism trait mod. I will answer your question here so that you can see it.

When a sim has the deaf/non-verbal trait, they will not speak verbally but instead use hand movements as their way of expressing their thoughts and words. This doesn't affect other sims that don't have the trait and their sign language abilities unfortunately, although that would be a cool idea to incorporate.
