Hi there, to get in game pictures from the bottom up I make them in life mode and then move the camera until I reach the angle I want. You can also press the left tab key while in game mode which allows free camera's moves. Be aware though that this can blurry your pictures. I hope this will help

Hi dtrombani It is easier to take better pictures if you take your pictures in Live/Play mode, instead of in build mode. Move a sim into the lot and start to play. Then press the TAB key on your keyboard to enter the camera mode. Zoom in as close as you like, and take your shot by pressing C. (This also allows you to take pictures of the inside of your rooms with the walls up.) Press the TAB key again to exit the camera mode. If you press TAB and the view jumps to the roof of the house, you can press Q several times to lower the camera angle. Hope this helps.
