But your question is right ; and I'm not sure that NewSea is okay for making all his/her creations for free !

It's normal that NewSea hasn't been making anything new and a lot of her/his stuff has been coming on the vault, because she probably stop making new stuff on TSR or things about The Sims 3, and so her/his creations will be free.
