When lots & pets/sims are saved the game saves them in different formats depending on what expansions you have installed.  This is not something we the players/uploaders/downloaders have control of.  MAXIS/EA made it so that several of their packs made changes.....aside from removing/uninstalling packs I don't know how to change this.  You can however TRY downloading pets so long as you've got the Pets EP working in your computer; IF they load into your game you'll find them when you go to the PET STORE (NOT the adoption services that come to their home) OR in the creat-a-family mode & be sure to look into the proper  sections (cats, large dogs, small dogs) for your new pet.
