Hello and welcome to TSR ʕ•͡ᴥ•ʔ We could not understand your question regarding how to turn a file into a package. Maybe you are referring to this because you downloaded the full set and it comes as .zip file (???) If this is the case, just extract the zip file (right click on mouse, extract here) and place the .package files on your C:\Documents\Electronic Arts\The Sims 4\Mods folder. Happy simming!
